where it is the most has the most potential to do good I don’t even think really it does a lot of good topically and there’s some more studies coming out actually if you look at the places that have the worst cavities and caries in poor areas in the states it’s in the poorest states that are heavily fluoridated for the longest period of time you have the worst dental health in the poor areas so right there that’s showing that fluoridation is not working for
